Is your feature request related to a problem? Please describe.
I usually use the html newsletter tab, as I write my newsletter in pure html. Whenever I start a new campaign, the ui asks me if I want to switch the format, as I will loose some changes made.

Describe the solution you'd like
This makes sense unless the content is empty. If it is empty, do not ask.
