Presence Footsteps is a mod that allows resourcepack designers to customize the step sounds of blocks: https://github.com/Sollace/Presence-Footsteps/wiki/Resourcepacks:-Blockmap.json

I might be able to use this to create better step sounds for custom blocks.
