Photo map quick action - factor in navigation

If you are navigating to a beacon, you may want to open a photo map that contains both your location and the beacon.

In this case, try to choose a map that is within 10% (experiment with this) of the zoom level of the "active" map which contains both your location and the beacon to use as the new active.

If no map contains your location, but a map contains the beacon being navigated to, choose that instead (using same logic as active map selection).
