bug: api.ListAllImages not returning all active images

Describe the bug
Before when calling the api.ListAllImages function it would return all active images, now it returns duplicates and only a fraction of the active images

To Reproduce

1. call function
2. examine values to see duplicates

Expected behavior
a unique list of all active images
