GNU Emacs does some things that doesn't go well with MLDEV:

Tries to open .dir-locals.el in every directory it looks at.

An idea: Is it possible to fake the presence of a .dir-locals.el which does things to enhance the Emacs-ITS experience?

CRLF line endings. (Unless Use ITS evacuate file format #2 is done.)
SAIL character set.
