The TTF download link (https://www.latofonts.com/download/lato2ofl-zip/) appears to be broken. The URL returns a HTTP 404 error.

Can second this, there doesn't seem to be any way to download this file

Until they get it fixed... this is the version I use.
It was downloaded from that link on the date in the ZIP name.
Lato2OFL.v2.015.(2021-05-31).from.website.zip

Thank you, I can confirm this is 100% the file I needed (gentoo verfying the hash & length)
