about idevicerestore.exe

I tried below command

idevicerestore.exe -e -l

but the result is

Found device in Normal mode
Identified device as d201ap, iPhone10,4
ERROR: Download from https://api.ipsw.me/v3/device/iPhone10,4 failed.
ERROR: Could not fetch list of signed firmwares.

How can I do?
