Description

Dolphin itself allows selecting an Emulated CPU Speed of 400%. RetroArch does not present this option and only allows up to 300%

Expected behavior

Allow selection of 400% Emulated CPU Speed

Actual behavior

Only allows selection of up to 300% Emulated CPU Speed

this would be a core issue rather than a retroarch issue. please close this one and open it at https://github.com/libretro/dolphin/issues.

I would expect the CPU speed limit is related to the age of the fork. They probably bumped the limit up at some point after our fork was branched off.
