Add some documentation and tooling around changie #319

We currently have no tooling or documentation about the usage of changie for adding to the changelog

We would preferrably have the following:

a CI/CD step to check if there is a changefile included in the pr (ignore if pr is draft)
add commands to Taskfile to make handling a bit easier
add some documentation in readme about what to do
