Firstly, new versions of Telegram Desktop with 64-bit identifiers support are not compatible with Mac OS X 10.9 Mavericks (Apple's latest skeuomorphic operating system, released on October 22, 2013). And secondly, in Firefox-based browsers Pale Moon and Basilisk running on OS X Mavericks, https://web.telegram.org/a does not open and shows a blank white page.
