Compare multiple congestion handler implementations

The VSP congestion contrib has multiple (10) implementations of the congestion handler.
Currently, we use version 3, but we should compare all of them to see how the results might differ.

so the reason i copied one of them over, was because the were in the VSP playgrounds, which i didn't want to depend on in our work. I dont know here you are finding this VSP stuff anymore

My question was basically why should we choose version 3 out of all of them.
