Winui 3, Blank App does not build/ also Latest Github Microsoft-ui-xaml examples does not build #5603

Describe the bug

Create a new blank WinUI app.
Try to build it.

This appears to be an issue with the local environment, not WinUI-related. For future reference, Visual Studio's Report a problem feature should be used if this sort of error occurs again.
