Describe the bug

When resizing a Windows app with custom elements in the TitleBar (WinUI 2), and focus is on one of those elements, the visual border of focus disappears partially (right or left side or totally).

Issue is repro-able on the WinUI 2 Gallery in the CommandBar page

Steps to reproduce the bug

  1. Go to WinUI 2 Gallery > CommandBar page
  2. Press Tab key till you are on the "Generate Link to Page" button
  3. Resize your window to minimum
  4. Observe the visual focus border disappearing from the left

Expected behavior

Step 4 should see a full border around the button
