Describe the bug

When you add enough NavigationViewItems to NavigationView there's a graphical error. See the attached video.

Steps to reproduce the bug

  1. Create a new Windows App SDK Project,
  2. Add a NavigationView.
  3. Add enough NavigationViewItems to activate scrollviewer.
  4. Scroll all the way down, then all the way back up

Expected behavior

NavigationViewItems should remain in the same place.
