Describe the bug

WinUI 3 application (C#) failed to install Nuget package Microsoft.WinUI 3.0.0-zmain.221103.3-CI.

Steps to reproduce the bug

Environment:
Affected Branch: d17.5
Affected Build: 33103.201
Affected Product Language: ENU

More Info:
This issue also reproduced on 16.11.

Steps to reproduce:
1.Create a new app using the "Blank App, Packaged (WinUI 3 in Desktop)" C# project template
2.Right click on the solution you just created and click on "Manage NuGet Packages for Solution "
3.Click on the gear option on the right side
4.Click on the Green Plus and add the following NuGet source:
https://microsoft.pkgs.visualstudio.com/_packaging/WinUI-Xaml-CI/nuget/v3/index.json
5.Hit update and click ok
6.Select the following options from the Browse page and hit install: Microsoft.WinUI 3.0.0-zmain.221103.3-CI
