PublishSingleFile + no WindowsAppSDKSelfContained is broken #9658

Strangely, even if I publish this project, I have problems. (Run Publish.cmd located at the root.) I don't know if this is a problem with my environment. |

Describe the bug
Apps that use PublishSingleFile and do not use WindowsAppSDKSelfContained fail with a file not found and xaml parse failed error.

Expected behavior
The app should run normally.
