ColorPicker color name tooltip not dismissing

Describe the bug

ColorPicker color name tooltip not dismissed when clicking somewhere out of the control, neither does it following the ColorPicker control itself when scrolling.

Related closed issue: #5722 , but it's winui2

Steps to reproduce the bug

1. Just see the ColorPicker page in WinUI 3 gallery

Expected behavior

I guess just making it behaves the same as the color brightness scroll bar. The name tooltip gets dismissed as soon as your left mouse button released. That's a good UX.
