TextBox menu does not follow theme change

Describe the bug

This is bugging UWP & WinUI3. And lot of Windows's built-in apps, even the Windows built-in search.

How is this not get solved after 3 years of Windows 11 release?

Steps to reproduce the bug

For WinUI3:

• Open WinUI 3 Gallery, type random stuff in the search TextBox.
• Change theme from white->dark / dark->white in Windows Settings

For UWP, do the same thing with the windows settings app.

Expected behavior
