Old .NET Core Runtime detected as 3.1

I'm not sure where I should log this.

When I run winget upgrade, winget detects the .NET Core earlier than 3.1 as being 3.1 (see below). How can we prevent this? Is this a bug on the client or on packaging?

I could not find an issue with version 2.2 and 2.1 but this issue talks about the 5 vs 6 runtimes.
