Disable ADB check. Skip when user restart app with air mode. #2373

Environment: PROD
Version
Android 6.3.1
Device:
Android 11
BV8800

Detail description:
If user trigger "Disable ADB" check it will pass if just enable air mode

Precondition:
Enable developers mode in device settings

Scenario:

Disable Air mode
Run the app
Get security trigger
Turn air mode on
Restart the app

Actual result:
All checks were passed

Expected result:
Disable ADB still trigger check
