[FEA]: Perform DOCA builds in CI

Please provide a clear description of problem this feature solves

We are now able to perform a build with DOCA support on machines without DOCA-enabled hardware.
While we wouldn't be able to run DOCA tests, we can at least ensure the code still builds, and that CI linters pass.

Describe your ideal solution

Add DOCA support to the build and checks stage.
