[BUG] Thread Perms not given to Member Role #243

Describe the bug
The member role is not getting any thread perms! We should add them to the flags!

To Reproduce
Steps to reproduce the behavior on Discord:

Run the bot-init
Check the perms

Expected behavior
Members should be able to use threads!

@JPGarCar adding thread perms would require Discord.js v13 but it removes support for Structures which causes issues with the CommandoMessage class
