Check if a new user has already verified

Is your feature request related to a problem? Please describe.
Sometimes hackers leave and rejoin the server, it would be great if they could automatically regain their roles when they come back. At the moment they just try to verify again and get told that they're already verified, and then they either contact an admin panicking about not having access to the rest of the server, or they just don't do anything.

Describe the solution you'd like
Bot scans the firebase for any verified user with the same discord ID and if there is a match, they get the corresponding roles. Maybe also ping the #logs channel if it's a hacker so an admin can hunt down the user's stamp role from before they left the server and re-assign it to them.
