Admins should be able to export older configs from Orders list or simply relaunch them #413

We have had a few times where former users for one reason or another needed a new download of a config they'd run in the past (and which they could not access as their cardshop access had expired).

We currently can already re-launch an order if it has failed, but not if it succeeded. We can also see the config settings from an expired order. Either approach (relaunch or export config, or both) that could make it easier to re-generate a post order would therefore be welcome.

This has nothing to do with expired accounts.

Either approach (relaunch or export config, or both) that could make it easier to re-generate a post order would therefore be welcome.
