Is your feature request related to a problem? Please describe.

As discussed during the 30 April city-services working group session, it would be very helpful for providers to analyse why a certain violation happened for a given policy, and adapt their system so it doesn't happen again.

Describe the solution you'd like

Open for discussion, #333 may be a way to solve this.

@quicklywilliam, @fuziontech (tagging you since Charles Noling mentioned something there during the call but I can't find his github name), could you explicit the use cases you had in mind?
