As already spotted earlier (ex: recommended parking vs enforced), in Europe, things are less enforceable than in US.
We would like to propose a way to open rate_amount to non direct financial penalties.

This is for European city that would like to apply a reward program based on policy compliance with direct impact on fleet cap size but non financial because it's not part of the operating licence and could not be applied.

Per our working group meeting, if someone would like to make a PR to add a new optional field to accommodate this (instead of changing the existing field from currency to string), then this could be included in 1.2 if done within the next week. Otherwise we can talk about it in 2.0 when we revisit Policy and can add breaking changes.
