Tab bar above special workspace window(s)

Bug Description

When activating the special workspace, the tab bar(s) of any tabbed nodes are rendered above the special workspace, obscuring the window(s) in the special workspace

Steps to Reproduce

1. create a tabbed node (such as by running hyprctl dispatch hy3:makegroup tab in a terminal window)
2. create a window in the special workspace (such as by running hyprctl dispatch exec '[float; workspace special] <TERMINAL NAME>')
3. drag the window so that it intersects the tab bar (it probably will at the edges without this step, but it becomes much more apparent if you move it around)
