Look for a more appropriate subject on the GA Governor form

Right now we are directing correspondence to the GA Governor to the webform here:
https://gov.georgia.gov/webform/constituent-services
This is a constituent services form that doesn't appear as direct as other sites "Contact the Governor" form. Whether the form's workflow is different in GA from other states can be debated (we really don't know).

• At minimum, we should keep an eye out for a more generic subject selection. Right now there are only four choices on the form that don't fit all situations, and there is not an "other" option.
• Additionally, see if there is a form that appears to be a more direct path to the Governor's office.
