[Task] Create monitoring dashboard

User Story

Create a monitoring report for the production environment that daily updates for all country-disasters:

• trigger status
• last update date

What needs to be done

Beta Give feedback

1. create dashboard page
2. create link to dashboard page in dev menu
3. add andrea's html in dashboard page
4. fill page dynamically (on load, not via cronjob)
5. ask andrea to keep sending manual report weekly until this is released
6. make disaster-type logo's non-triggered/triggered dynamic
7. make danger status dynamic
8. remove country-name from status page (and activation log page where relevant?)
9. code review (subscriptions/types/angular setup/duplication of code with other services?/etc)
10. review styling
11. error handling on missing date or other data
12. add hours because of 6-hourly pipelines (flash-floods/typhoon)
