Describe the bug

When a Heavy-Rain Alert is triggered, counties above alert threshold are listed in the situational overview panel. After clicking any one of these counties, the map zooms in to the selected county. However, zoom level is not consistent and sometimes the map zooms out by some distance.

To Reproduce

Steps to reproduce the behavior:

  1. Ensure you are looking at the Heavy-Rain prediction view of the platform during an alert.
  2. Click on the counties above alert threshold that are listed in the situational overview panel one after another.
  3. Observe variations in zoom level and zoom behaviour.

Expected behavior

The map should zoom in, and to a consistent level (unless there are big differences in polygon sizes), to bring a particular county in focus on the map when it is clicked in the situational overview panel.
