Describe the bug
Portal rescue isn't working if player is in the nether.

To Reproduce

  1. Enable the portalRescue option.
  2. Enter a nether portal in overworld.
  3. Leave after you are teleported into the nether.
  4. Rejoin (after session expiration) - portal blocks aren't "replaced".

Expected behavior
Portal blocks should be "replaced" with air blocks on the client.

After some further investigation, it seems that block packets don't work in the nether dimension right after joining.
