FreeBSD send in state Cookie_WAIT reconfig response with result 5 "bad sequence number" to all reconfig requests #31

For reconfig requests it makes only sense to be processed in sctp state ESTABLISHED. In most states FreeBSD discard all reconfig requests. But in state Cookie Wait it sends for all reconfig requests a response with result 5 "Bad sequence number".
