FreeBSD doesn't stop reconfig timer for SSN_TSN_RESET when receiving OUTGOING_SSN_RESET with correct resp_sn #38

The RFC 6525 says for the resp_sn field in Outgoing SSN Reset Request parameter, that an endpoint who receives it, must mark the request sequence number as acknowledged and stop if nessesary the reconfig Timer. FreeBSD doesn't mark the request sequence number as acknowledged if it belongs to a SSN/TSN Reset request.
