How can we reclaim subdomains of project that don't have donors?

Problem: To make a new project we don't ask for a fee or deposit. Nothing stops people to claim as many sub domains as they want. This can limit real projects from getting the correct subdomains.

One solution that i'm thinking in adding a timeout that after expiration the subdomain can be reclaim to another person. If the project is active (have balances in cDAI) then the timeout doesn't apply.

Just added a timeout to a subdomain reclaim in a new branch.

The timeout is a naive approach to the problem, but im guessing will work just fine.
