Version locks not applied when importing #88

version: 0.6.0-rc.5

Steps:

Install several plugins
Change the lock type for some of the plugins
Export a sketchpack
Remove all plugins
Import the sketchpack

Results:
All imported plugins will be full locked at the installed version

Expected:
Locking type defined in the imported sketchpack is applied to the local internal sketchpack
