Plan:

Release sticker 0.5 with all improvements so far.
Migrate low-hanging fruit using compat.v1.
Rewrite functionality that is not available in the v1 module, some of this is blocked on porting of contrib functionality to tensorflow_addons upstream (e.g. CRF support).
Replace compat.v1 code over time.
