We want a way to load a public rom file from a URL on emulator boot.

Requirements:

load from external rom url on emulator boot (once)
have accept/skip UI
persist which rom urls were uploaded/skipped

Nice to have:

if the user adds the app to the home screen, can we transfer data?
prompt for public rom acceptance after installing to home screen
multiple rom file uploads
