As the Clerk of the Court, so that I can have better confidence that Electronic Service is restored, I need improved visibility and retry functionality.

  1. Ticket: enable alerting for DLQ
  2. Mike: increase max receives to 1000
  3. Mike: request increase in throttling
  4. Better report in Kibana for Email performance
