Add Test Chambers Users for Judges

As a Tester, I would like to have additional test chambers users for Judges, so that I can test additional functionality in DAWSON.

We have recently being adding functionality to DAWSON for Judges and Chambers users, and it would be helpful to have additional chambers users to test with. We currently only have test chambers users for Ashford, Buch, Cohen, Foley, and Kerrigan.

• Create at least one Test Chambers user for each Judge in DAWSON
• Test Chambers users will have the default account PW
