Update "material-components-android" to "1.3.0"

material-components-android has been updated to stable 1.3.0
Would love to see updated bindings so I can use the new Time Picker and Progress Indicator - I am sure many other users would want to use them, too

Maybe this issue can also be taken care of when updating the bindings :)

We now have a GitHub action that runs every Monday morning that scans Google's Maven repository for new stable releases and opens a PR for changes, so this should be picked up next Monday.

Note however that it may take some time to get it bound, as Material is a unique snowflake that often requires a lot of extra manual work. 😉
