Connection error when try to test it

I'm sorry to bother you. When I want to run the test ,There is a error ocurred.

requests.exceptions.ConnectionError: HTTPConnectionPool(host='localhost', port=8097): Max retries exceeded with url: /env/main (Caused by NewConnectionError('<urllib3.connection.HTTPConnection object at 0x000001D1854D5A90>: Failed to establish a new connection: [WinError 10061] 由于目标计算机积极拒绝，无法连接。',))

I am not sure what the problem is.Is it because the window10? Could you please help me out?Thank you very much.
