Error in queue configuration

Hello, I am writing this here because I don't know where to put it. How does the queue configuration work? I am testing with another client (emule 0.60d) and mldonky uploads the files well until it takes a while and decides to put it in queue (to my emule client) for no apparent reason I only have 2 other clients in queue and I don't see what parameter can be affecting.
