Describe the bug

Error: failed to run phase federated-identity: failed to add federated credential: parsing time "2024-06-05T23:31:38" as "2006-01-02T15:04:05Z07:00": cannot parse "" as "Z07:00"

Steps To Reproduce

azwi serviceaccount create phase federated-identity --subscription-id ID --aad-application-name backstage --service-account-namespace name --service-account-name name --service-account-issuer-url https://francecentral.oic.prod-aks.azure.com/ID/ID/ --debug
