Interval announcer that send a message every specified time.

Usage (for users)

• Use /ev_delay milliseconds to set the delay between messages.
• Use /ev_toggleActive index to toggle a certain announcer on/off. This one can be out of bounds too.
• Use /ev_toggleAll to toggle all announcers on/off.
