Make lifecycle_status trigger propagate to *all* plan objects and their regulations

Currently, the update lifecycle status trigger is limited to regulations directly linked to plan by plan regulation group.

Make the trigger also work for all plan objects and all regulations in them that are not directly linked to plan.

Probably easiest to do together with #303 , so both new objects and regulations and existing objects are regulations are always in sync with the lifecycle status in the plan.
