Fix a problem that disabled analytics by default even if the FF analyticsOptIn wasn't used
By default the tracking is enabled for all the users except if :

• They've disabled it manually in the settings
• They receive the Feature flag lldAnalyticsOptinPrompt/llmAnalyticsOptinPrompt
