Speech NPC references

I want to restore two lines in Marshall HQ from the survivors. There are four NPCs though and 6 speech files.
Four of the files are assigned via npc_reference but the other two are not assigned. Can I assign these two files to one of these NPCs?
Or is there some limitation that might prevent this ?

The dialog actors are the same for two of the voices so I matched up that one w./ the male audio and the other with a female character.
Seems to have worked but it supercedes the normal "wwas that you did u get te transit up and running?" dialog. That's actually OK.
I'll take this as working. And answered my question I think. I make guesses but it did work.
