Please explain your feature request to the best of your abilities:

It is currently possible to change the fill colour of towns via TownMapColourLocalCalculationEvent and TownMapColourNationalCalculationEvent. However, there is no similar option for changing towns' stroke colours (the coloured border in the image below). Dynamic stroke colours would help impart more information to users - for example, my personal use-case would be for vassal/subject nations' towns to have the same stroke colour as their overlord nations.
