Describe the Bug
When user selects filter 'Compliance Period' under the 'Compliance reporting' tab for the Compliance reporting table, 2023 is not an option even though 2023 reports are visible in the table.

Expected Behaviour
When user selects filter 'Compliance Period' under the 'Compliance reporting' tab, 2023 should be an option to select to filter the table by reports for the 2023 period.

Actual Behaviour
When user selects filter 'Compliance Period' under the 'Compliance reporting' tab for the Compliance reporting table, 2023 is not an option even though 2023 reports are visible in the table.

Implications
User cannot filter out compliance reports for the 2023 specifically.

Steps To Reproduce
Steps to reproduce the behaviour:
User/Role: IDIR

  1. Go to 'Compliance Reporting' tab
  2. Click on 'Compliance Period' filter
  3. Options available do not show 2023
