This adds support for tracing by instrumenting the important routine futures
and also the GetConn future. The query, prepare and exec routines create spans
at INFO level while the other routines and get_conn create spans at DEBUG level.
Additionally, query, prepare and exec add SQL statements and parameters to spans
when tracing level is set to DEBUG.
